Why Strong Stable Leadership Matters
High staff turnover and frequent management changes are well-known challenges in children’s social care. They disrupt children’s lives and hinder the quality of care. Ofsted has noted that strong leadership and a stable workforce are fundamental for children’s homes to thrive, warning that high turnover, especially of the Registered Manager, leaves vulnerable children without the consistent care they need. In a new home, a change in the manager or Responsible Individual soon after opening can leave the home fragile, lacking the consistent leadership essential to maintain quality. Common shortfalls in struggling homes include an over-reliance on agency staff who don’t know the children well enough and a lack of strong leadership.

Purpose
To carry out monthly visits to the Ofsted-regulated Family Assessment Centre under Regulation 44 of the Children’s Homes (England) Regulations 2015. The visitor will provide an independent and impartial assessment of the quality of care, safeguarding arrangements, and overall conduct of the centre. The visit ensures that the rights and welfare of children are protected and that the centre continues to meet regulatory and organisational standards.
Main Responsibilities

Conduct monthly unannounced visits to the centre

Speak in private with children, families, and staff where appropriate and with consent

Review records including incident logs, safeguarding reports, health and safety checks, and care plans

Monitor the safeguarding and wellbeing of children, ensuring their voices are heard and considered

Assess the quality of parenting support and the conduct of assessments carried out within the setting
